Agencies are working toward the benchmarks provided in those documents and the new Performance Assessment Framework which will provide one of a range of evaluation measures on progress made across Scotland.
We cannot rewrite the accounts of the past year or two, but as I look forward I am struck by the fact that the real-terms increase to 2006 proposed for England is 19 per cent while in Scotland it is 7 per cent. That is a significant sum of money, which will have an impact on investment.
