I know that this committee is always in favour of having more procedure but, of course, there are other codes of practice under the New Roads and Street Works Act 1991 that are not subject to procedure.
The second point relates to paragraph 6, in which the Executive addresses the 50:50 split that we suggest between new and longer-standing member states.
Currently, the police can ask drivers to switch off idling engines. The new regulations will allow local authority personnel to do that, who will follow common sense in applying the regulations.
Having spoken about other people inserting new items in the bill without consultation, I must confess that this amendment is a new item on which I have not consulted.
I suggest that we consider that a little. We are in new territory, and I would not want any appended report to be seen as a comment from this committee.
