To ask the Scottish Executive what interim arrangements it has put in place to protect and promote the rights of prisoners aged under 21, following the expiry of the remit of prison visiting committees for young offenders’ institutions.
They make it clear that the reference to detention in a hospital is to detention that is authorised by the measure in proposed new section 57A(7)(b) of the 1995 act.I move amendment 978.
It is usual for the committee to consider draft reports in private, before we finalise them. The same applies to item 7, on petitions PE185 and PE45 on haemophilia and hepatitis C, and to item 8, on petition PE217.
I wish to move on to deal with paragraph 3.2 of your written submission, on section 7 of the bill, which would introduce a new section 274 to the Criminal Procedure (Scotland) Act 1995.
