All we can do is provide pointers to directions that might be taken rather than evaluate what option is the best, as we are not competent to do that. If we were to get that competence, it would take a lot longer to get the report done.
I am interested in the Routes out of Prostitution project and I have spoken to Elaine Smith about it before. When this kind of project gets funding, whether from the lottery or from a local authority, there is a hoo-hah and the papers get involved and all the rest of it.
The answer to that is that, in their proposals for charities, both the Home Office and the Executive have concluded that, in order to get the tax benefits that charities get, an organisation must provide a wide public benefit.
The money has to go towards making it possible for needle exchanges to be very close to where addicts are. If addicts cannot get their needles quickly where they stay, they will not bother getting them and they will share needles.
