I give a cautious welcome to the proposed new cultural commission. However, I am not exactly sure how the new body will differ in scope and role from the Scottish Arts Council.
I am pleased that there will be consultation and co-operation with other bodies. Subsection (1)(a) of the new section that amendment 9 would insert in the bill refers to the parliamentary commissioner for administration.
Whether we want a defender of the people is one thing; however, it is a moot point whether we want a new one-stop-shop ombudsman to have powers of enforcement.
The Scottish Higher Education Funding Council is a statutory body, so the new legislation will apply to it. However, the higher education bodies, which are funded by SHEFC and some of which are companies, are not included in the bill.
