Amendment 16 is grouped with amendments 17 and 26. Again, there was compelling evidence at stage 1 about the need to align the listing process with other disciplinary procedures that might be running in parallel with it.
Above all, farmers might feel that they form a new bureaucracy, and that they are a new form of contract that leaves them very little bargaining power, imposes duties upon them and gives them very few rights.
