That is why SNH's announcement yesterday that it is not seeking confirmation of four sites in the south of Scotland is welcome news, as it will allow a breathing space for full scientific evaluation and proper consultation to take place.
Rather than being a focused bill that creates new law on a specific subject, as was the case with the Regulation of Care (Scotland) Act 2001, the Community Care and Health (Scotland) Bill covers a wide range of policy areas and major parts of it amend existing legislation rather than creating wholly new law.
The Scottish Prison Service's response was that one new prison has no completion date until the contract is awarded "in due course", and that one new prison is now under the planning appeal process, which could take some considerable time.
