The intention behind everything that we are doing is to get into treatment people who need treatment and who would benefit from it, rather than send them to prison for abusing drugs.If people have been tested and assessed and it has been decided that they need treatment, to some extent it would be logical to say that we should make it mandatory for them to get treatment, but we could not go down that route because forcing people to have treatment would raise European convention on human rights issues.
