11 February 2026: The Committee agreed to close the petition under Rule 15.7 of Standing Orders.
During this time, college mergers reduced the number of colleges down from 41 in 2011 to 26 currently. The majority of these colleges sit within the 13 regions.
After taking evidence, the Committee noted in its report that the strain on Scotland's public finances is both substantial and immediate, and preventative measures are key to unlocking future benefits of a healthier and more prosperous society, while also saving significant sums in the longer term.
As noted above, this assessment does not account for the impact of any ‘second round’ emissions or any impact of behavioural changes influenced by policy which may have an impact on future emissions associated with the Scottish Budget.
At the same time, the passporting arrangements under universal credit have had an increasing impact. More and more people who were previously on passporting benefits are now on universal credit, so they were passported.
