The last time I met the leader of Stirling Council, he welcomed the settlement of an additional 7.3 per cent in the coming financial year, 5.5 per cent the year after and a further 4.2 per cent the year after that, on top of the 26 per cent increase in capital spending.

Thank you very much. As there is a completely new funding head for the Scottish Parliament, it surely makes sense to put a ha'penny or a third of a penny on income tax to fund the parks, which gets around the fact that money is being taken from a fixed cake.
