That is a good thing, which is a benefit to Scotland; it gives us a chance to improve not only the capacity of our rail network, but the quality of service on it.The Parliament has a responsibility to modernise its procedures to ensure that speedier decisions are taken on the new lines that are required. We also have a responsibility to ensure that the budget commitments are there to deliver those new lines and support those new services.
