People with incapacity might well require to be visited by someone, to have the formal right to be assessed and to have the right to benefit from removal or banning orders.
You mentioned the figure 3,000 in your introduction, but I did not pick up what that was. The figure is from the latest school census, with which there was some difficulty.

The most recent response from sportscotland is that the results will be published by the end of May at the latest. The minister's amendment refers to the "imminent publication" of the results.
