In her late paper, Rosemary Byrne raises a new point about the support that members who wish to introduce a bill receive from the non-Executive bills unit and so on. I suppose that although the issue impinges on our activities, it is not central to them.The Health Committee has argued that the cut-off point for introducing members' bills should be earlier.

This Parliament has powers to hold referendums on devolved matters but, as Jackie Baillie has pointed out, self-determination could be regarded as requiring a change in the constitution, so it is a matter for the United Kingdom Parliament. I whole-heartedly support what Jackie Baillie and the convener have said.

The point is that savings can be made from not having people ending up in accident and emergency units in hospitals. If we spend money on having home safety officers in local authorities, we will save a lot more through reducing the burden of rehabilitation on the health service and local authorities.
