Our difficulty in projecting what the costs might be is that, at this point in time, we are not certain what the new measures will result in. Much of the financial memorandum makes assumptions about the new demands that will arise from the bill, the new duties on councils and the new powers to provide services.
We must say to them that we cannot promise them that everything that they say will become law, as we must listen to the views of everyone. Getting them to agree on something will probably be as difficult as getting adults to agree with one other.
