In reaching the settlement for local government, the Cabinet was very clear that it wanted to allocate full funding to tackle any new pressures on local government or any new commitments that it was asked to take on.
What would happen in that situation? That is catered for. Section 26 of the bill says:"Information is exempt information if its disclosure by a Scottish public authority … is prohibited by or under an enactment".The individual prohibition wins out.
I am not sure whether that role would necessarily be for us; it might be more for a group that the Executive would develop. Do you mean a new body? The role might be given to an existing disability body; the body need not be brand new.
I will be interested to hear the Executive's response on the insertion of the word "activities" and on how we will deal with new purposes that we have not thought of.
