(2) The title of Part 4 becomes “Community engagement in relation to land”. 10 (3) Before section 44 insert— 1 “C HAPTER 1 C OMMUNITY - ENGAGEMENT GUIDANCE ”. (4) After section 44 insert— “C HAPTER 2 15 C OMMUNITY - ENGAGEMENT OBLIGATIONS FOR OWNERS OF LARGE LAND HOLDINGS Creation of obligations 44A Power to impose obligations by regulations (1) The Scottish Ministers may by regulations impose obligations on the owner of land for the purpose of promoting community engagement in relation to 20 the land.
