We believe that the numbers of unemployed people in the respective area categories are as good a measure as we are likely to get. Once we know the identity of the new objective 2 areas, we will need to reassess the position, but I wanted to assure the committee that appropriate provision will be made to ensure that the new programme will be focused on geographical areas of need.
