We might wish to ask the Executive to explain the reference to the "1992 Regulations" under article 20(2), and to confirm that the reference to "person's"—a sort of semi-plural—should be "person" in articles 3(3)(b) and 4(3)(b). There are no points apart from that.

The only question of substance that has been raised is why it was thought necessary to include a definition of "local authority", given that the term is defined in the enabling powers in the same terms in which it is defined in the regulations. That is a fairly small point, but does the committee agree to raise it with the Executive?
