There was no attempt even with the predecessor scheme, the hill livestock compensatory allowance, to distinguish between smaller and larger units because of the make-up of Scottish agricultural tenure. Although I accept that point, it does not get away from the fact that particular pockets in Scotland are being disadvantaged in the change to this new scheme...
