I may be wrong about this, but I believe that the current Prime Minister of New Zealand indicated that PR at national level had led to a lack of stability in New Zealand politics.
To do so might well involve the creation of 14 or so new non-departmental public bodies, whose existence would be superseded by whatever new management structure emerged in due course.
