The policy of free personal care explores new territory. Sometimes, the civil service is not very good at exploring new territory, and it takes a while to clarify what people think.
I have followed closely the way in which the agency has developed and I think that, increasingly, it has forged new, better and stronger links with the industry.
I hope that some of it will be dealt with by the new building standards. It is very difficult to see how new buildings are not accessible because they are required to be, and they will be even more accessible under the guidance that will be introduced in 2007.
