The issue of resilience is important. We face a new threat. In Scotland, we do not simply view the new threat in terms of the aftermath of the terrorist attacks but in relation to climatic changes and so on.
A useful way in which we could look at that would be in terms of new committee structures, or evolving committee structures that take on board the integrated and holistic approach at council level.
