Jamie Stone is correct; there are a number of issues that we must ensure we get right. When I visited Scrabster this summer it was useful to see the condition of the existing facilities.

There is always a danger—I am guilty of the tendency myself when we are drafting a bill—that once we get the short title, we get out the pail and spade and tip everything in our in-tray into a specific bill.
On the timing, the important point is that the regulatory system is relatively new, and the need for the proposed measure did not crystallise until it was too late to get it into the bill as introduced.
I am reasonably attracted to what you say, with the caveat that we cannot go as far as engaging people outside. We would need to get a brief for the research, work up a proposal and get funding.

To ask the Scottish Executive how many cases have been referred to the appeal court in each of the last five years as a result of new or newly discovered facts that show, beyond reasonable doubt, that there has been a miscarriage of justice.
