EU membership meant membership of the EU's Internal Market, which is established under Article 26 of the Treaty on the Functioning of the European Union (previously Article 14 of the Treaty establishing the European Community).
The Scottish Government state that this is to allow the health service in Scotland to respond quickly if the new strain of Coronavirus is confirmed as being in the UK.
