We would not want a petition to arise and then be attended to after the event because important business was going through Parliament. That would be bad news for the public. That is exactly the kind of thing that we should debate at our next meeting—whether there should be criteria by which the clerk advises the convener to call a special meeting.

First, I am pleased to hear his acknowledgement that Scottish Water mishandled the latest round of increases. We have had transitional relief schemes in the past when there were substantial increases in business rates, so, given the acknowledged mishandling, why cannot we have such a scheme now for small businesses at a relatively modest cost?
