To ask the Scottish Executive what the 26 minor projects, budgeted through the Miscellaneous section of the Other Enterprise and Lifelong Learning budget in its Draft Budget 2004-05 will be and what each project will cost.
The new rules will impinge particularly on dairy farmers in the Dumfriesshire area, many of whom will find that the extra capital cost that they will have to incur to meet the requirements of the proposed new regulations will probably put them out of business.
However, the critical point that people should take from the debate is that we have new powers and new investment. We will use those powers to their full extent.
That is not to suggest by any stretch of the imagination that we do not need new homes; we need many new homes. We need a new-build programme for social housing across the board.
From memory, I cannot recall seeing a big local government underspend within the totals. The latest figures for local authorities show a considerable underspend.
