At a meeting a couple of months ago we managed to get funding for new domestic meters on our site, which means that we can go into town and buy our own power cards, instead of getting them from the manager.
I do not suggest that that is how things should be. I am trying to get at whether it is possible for a new service to start on that basis and move on to add the buildings and other paraphernalia.
One of the comments that we received was that we should strive for more than the minimum requirements in new buildings.
