That situation obtained five years ago.Since 1996, local authorities have continued to do the work, because local authority consortia succeeded in the first tendering process that was imposed by the Public Works Contract Regulations 1991, which were brought in to implement European Community competition regulations.All those who are concerned have known that the works would be retendered from 1 April 2001. Consultations began as long ago as April 1999.
