I do not have much to add, except to say that the approach that we take with the additional 1 per cent that you mentioned earlier includes the Baumol effect, technological advancements and long-term chronic disease.
The intervention levels range from stage 1 to stage 5—stage 1 is the most hands-off and involves the least intervention, and stage 5 is the highest level.
