Wendy, you are the expert. Adam Ingram made the point that links between priorities and targets are one issue, and links between targets and the budget are another.
I will consider whether issues of procedure need to be addressed and report back to the committee on that, too. The points that I made were in no way critical of you, minister.
It seems that all that we plan to do is consult the main players, rather than people who are not professionals in the field. I have talked to people in the voluntary sector and have been reminded that there are various parts to the sector.
