If the Borders railway is not built, there will still be new housing in the Borders. If we look at Peeblesshire, we see that it is not just the railway that drives new housing.
Is there a danger that it becomes just the latest area of concern, in the same way that domestic abuse and problems with children have been treated in the past?
I am thinking of sub-Saharan Africa, India, Australia and New Zealand. An enormous number of visits are made to the Parliament by parliamentarians from those countries.
Our understanding is that those are the additional requirements year on year. So in the second year, a new £1,044 is needed? No—some of that is included in the first year.
Leaving aside the university that you represent, do you think that the gap affects Scottish universities equally? Do some universities, such as the new universities, suffer more than others?
