We need to know that those will be deliverable, especially as 70 per cent of local plans are more than five years old and 20 per cent are more than 15 years old.The Scottish Conservative party wants the bill positively to support and promote economic development. That is surely Scotland's number 1 priority and, hopefully, the Executive's number 1 priority, given the fact that Scotland's performance lags well behind that of more successful small European economies—as is stated in the national planning framework.As illustrated during John Home Robertson's members' business debate last week, the lack of affordable housing is one of the major problems in Scotland.
