From memory, I cannot recall seeing a big local government underspend within the totals. The latest figures for local authorities show a considerable underspend.
Over the past five years we have spent £50 million on new teaching buildings in my university, which has been made possible through careful husbanding of resources, selling assets and ploughing the money back in.
Resources exist and people have to get a return on them, but the system does not recognise increased demand unless there is a new funding flow. There is a mess in the culture.

The Scottish Executive has beenin regular discussion with the Scottish Funding Council on the current positionof James Watt College.Along with the Chair of the Scottish Funding Council and others, I visited the college only last week to hearfirst-hand about the college’s plans to address its difficulties.

To ask the Scottish Executive which organisation carries out the monitoring and scrutiny of conditions when individuals are held in cells in court, in the same way that prison visiting committees carry out this function for individuals held in prisons.
