Gender Recognition Reform (Scotland) Bill - Eligibility for a GRC

Eligibility for a GRC Section 2 of the Bill inserts a new section in the GRA 2004, and provides that a person may apply to the Registrar General for Scotland for a GRC "on the basis of living in the other gender" if: they are aged at least 16 they have either a Scottish birth or adoption certificate, or are ordinarily resident in Scotland.
