If a problem develops once we have regulated the process to the best of everyone's ability and knowledge, we will need a second string to the bow, so that a farm that can be demonstrated to have too many lice—we can talk in a minute about how we arrive at that conclusion—would be regulated by the fish health inspectorate in the way that the committee recommended in its phase 1 report. We felt that the phase 1 report was perhaps not strong enough on ensuring that a code of practice—or best practice—on lice was made mandatory.
