Bute House is the only Scottish Executive building which is categorised as a residence, and procedures to ensure that residents, including visiting dignitaries etc, have access to medical advice or assistance have been in place for some time.
The system will not get better under the proposed new legislation. In practice, what happened meant that the minister had to visit the matter anew, after which the decision was the same, although its wording was different.
Once that legislation has been passed, the Scottish Executive will have to revoke the initial order and introduce a new order.Some members asked why the statutory instrument was prepared if it does not have any legal status, which is a fair question.
I do not have the specifics on that to advise the member, but I will write to her. Having visited Drumlanrig school recently, I understand all too well the importance of that project.
