With the big increase that we had already planned, that means an additional £1 billion, £2 billion and £3 billion compared to this year—an average real-terms increase each year of 4.4 per cent, or almost 14 per cent over the three-year period.
It would require much wider discussion about priorities for the Executive to create such schemes with funds that do not come directly from objective 1 funding. I know that the scheme's specific nature is not satisfactory.
