It is possible to have what is called soft innovation, such as new business models, new distribution systems or innovation in financial services or management.
I agree with the recommendation that we accept manuscript amendments up to the latest possible stage. The only experience that we have had of the Presiding Officer having to improvise on such an issue was during a stage 3 debate, when the Parliament was allowed to do something that it would not otherwise have been able to do.

The age profile of our farming communities is a worry. However, I hope that the new tenancy arrangements will make it easier for new entrants to get into farming.
There will be a transitional period between making the new act and secondary legislation and preparing the strategic and local development plans under the new regime—particularly for authorities that require to come together in new forms.
There must be continuing funding so that people who do good activities can continue those activities without having to temper them to suit the latest whim of the powers that be in project funding.
