We appreciate the need for flexibility, particularly when the Executive is cutting new ground, but the Parliament should be in on such dramatic changes.
They would flag up where there would be an operational deficit and where there might be a legitimate call on such funding to SPTE to secure rail services that operate on those new routes or those new capital assets, whether they are stations, new track or new trains.
