Change in Scotland can be achieved to give people new life and new hope but, reading this document, I fear terribly that that is not the direction in which we are going.
As Christine said, it is the bureau that will decide whether the Justice and Home Affairs Committee can visit prisons. It will not be the whole committee, but groups of members, who make those visits.
In other words, many of the problems that might be highlighted in a review that we might carry out early in the new year might simply be teething troubles experienced by the new or merged groups settling down.
