Rather than being a focused bill that creates new law on a specific subject, as was the case with the Regulation of Care (Scotland) Act 2001, the Community Care and Health (Scotland) Bill covers a wide range of policy areas and major parts of it amend existing legislation rather than creating wholly new law.
