Equally, we want to have a pot available that allows new projects to come along, that allows us to be innovative and that does not close things down for three years.
It seems to me that that combination of legislative commitment and financial investment is the surest sign yet that we have a new politics in Scotland. That new politics is working.

The legacy paper can be used as a kind of briefing on the work that has been done, to inform new members and to bring members who have been members of the Parliament but who are new to the committee up to date with what has been happening.
Will we get more resources into the system through the new legislation, or is the new legislation likely to lead to a much greater demand for resources?
