(Scotland) Act 2004, in amending section 89 of the Environmental Protection Act 1990 did not extend the scope of the provisions to deal specifically with litter from watercourses. Section 89(1) and (2) of the 1990 Act place general duties on certain bodies responsible for “relevant land” to clear it of litter so far as is practicable.
