We will always have to build some new boats—we cannot allow the fleet to go downhill all the time, so there must be a modest programme of building new vessels.
We think that it is right that legislation should reflect the reality of the situation. The bill provides for the new NCC to devolve its functions to the new SCC and the new Welsh consumer council.
It is disgraceful that we have voted on entirely new motions on which there was absolutely no debate—I am thinking of stage 3 proceedings on the Licensing (Scotland) Bill in particular, when a trail of ants would go to the table at the back of the chamber to pick up the latest entirely new amendment as it came in.
Thank you, convener. This is my first visit to the Health Committee and I thank members for the opportunity to address you so early in my new role, although I will be brief.
I would be happy for such a meeting to be additional to the others. We do not need to visit all the islands but we should visit at least one, although I am not sure which.
Amendment 150 also specifies that sub-basin plans prepared under new paragraph (b) that relate to a particular area must not be inconsistent with the geographic sub-basin plans prepared under new paragraph (a).

The remaining 3% were not visited because they no longer offer overnight residential care, have closed, or have had some other change in status which means they did not require a visit.
