The paper is excellent and very clear—when I read it, I realised how great my ignorance was. To follow her point about the final paragraph of the paper, it is not clear at this stage what the ratification process will be, given that the Government party is maintaining the position that it will not hold a referendum, while other parties are pressing for one.
