This is one of the most significant debates that this Parliament has had. It marks the beginning of a new era and a new agenda for social equality and justice in Scotland.
The consultation proposals were made last July, but the Executive's case has been weakened by the latest UCAS figures, because we do not know what the medical application figures are—although there is speculation about them.
