Of course, after the meeting the proposal went through with a number of amendments that were received mainly from people who understood that this was their best or only opportunity to have their point of view accepted.
It is clear that it is not enough to talk tough or to act tough by imposing ever more draconian measures on young offenders, although it is worth pointing out that the Scottish Executive is struggling to provide an adequate level of service in relation to enforcement.
I see nothing in the bill about the minister having to talk about the costs. The financial memorandum talks about the local authority's ability to respond.
