We also considered the matter at stage 2 and here we are talking about it again at stage 3.It concerns me that this is a complex area and stage 3 is not the best time to try to sort out such issues.
However, as the Local Government Committee has pointed out, it would be helpful if local authorities were provided with guidance on best practice on some key issues such as where to exercise discretion.That brings me to amendments to the bill.
