The Executive has acknowledged some of our points on the regulations, but has not amended everything that we wanted amended because the Executive believes that those points do not affect the regulations hugely.

I refer back to Derek McGlashan's point. The issue about the dynamism of the marine environment points strongly to a need to establish a much wider planning unit.
Once we have seen the submissions and had sight of the bill, we will be clearer about the key points. It might be possible to prune the witness list at that point.
