I believe that the conference was highly successful and demonstrated the welcome recognition by the STUC of the important and distinct issues facing the Highlands and Islands. Does the minister agree that the best way of encouraging businesses to invest in the Highlands and Islands is to create a climate in which they have confidence in the skills and abilities of workers, and that the best way of encouraging workers to stay in the Highlands is to ensure that employers, particularly in the service sector, recognise the benefits of having a well-paid and well-motivated work force?
